  1. Delegated Authority from the Board of Regents

The University of Texas Board of Regents through the Regents’ Rules and Regulations, Part One, Chapter I, Section 9.2, delegates authority to execute and deliver contracts, agreements, and documents on behalf of the Board. All authority to execute and deliver contracts is subject to the Regents’ Rules and compliance with all applicable laws and special instructions or guidelines issued by the Chancellor, an Executive Vice Chancellor, or the Vice Chancellor and General Counsel. Through the Regents’ Rules, Part Two, Chapter XI, Section 1, the Board delegates to component chief administrative officers the authority to execute and delivery on behalf of the Board contracts and agreements of any kind or nature, subject to certain exceptions. The Regents’ Rules also require that the component chief business officer approve the business aspects of all contracts or agreements prior to execution.

  1. Delegated Authority from the Chief Administrative Officer

The Regents’ Rules also authorize the component chief administrative officer (primary delegate) to further delegate his/her delegated authority unless otherwise specified in the Rules. However, a delegate of the chief administrative officer may not further delegate his/her sub-delegated authority.

At UT-Pan American, the President as chief administrative officer has delegated authority to execute and deliver contracts and agreements as follows:

  1. The Vice President for Business Affairs is delegated the authority to execute and deliver contracts for:

    • New construction contracts of $1,000,000 or less
    • Minor repair and renovation projects of $2,000,000 or less
    • Space lease agreements up to $1,000,000
    • Non-construction contracts (includes contracts for purchase of equipment, supplies, goods, and services, with the exception of software license contracts and computer equipment) up to $1,000,000
    • Interagency, interlocal agreements, contracts with government or other agencies with the exception of technology contracts or agreements up to $25,000
    • Energy/utility contracts up to $1,000,000
    • Software license purchase contracts up to $1,000,000 (also requires signature of Executive Director of Information Technology)
    • Information Technology (defined as computers, networks, telecommunication software) contracts or Interagency/local agreements up to $1,000,000 (also requires signature of Executive Director of Information Technology)

     
  3. The Director of Materials Management is delegated the authority to execute purchase orders and other contracts for the routine purchase of equipment, supplies, goods, and services up to $1,000,000.
