Certification Policies and Requirements

Applying for Certification is a TWO-STEP Process:

  1. Recommendation: You must submit all of the following required documents to The Office of Teacher Certification and Admission Services, EDUC 3.240
    New Standard Initial Certification (Baccalaureates) submit:
    • Current Official Transcript sealed in an envelope documenting all courses taken for certification including date when degree was awarded

    New Standard Certification for Master Degree (Principal, Superintendent, School Counselor,
    Educational Diagnostician Reading Specialist and MRT) submit:

    • Current official transcript sealed in an envelope documenting all courses taken for certification including date when Master degree was awarded (attach copy of substitution forms approved for courses not taken)
    • Copy of official degree plan/certification plan
    • Copy of service record from school district
    • Copy of Log Hours for Internship
  2. Apply and Pay: You must apply and pay online through the Educator Certification Online System (ECOS) in order to be recommended for certification.

How to Apply for a Standard Certificate:
(Teacher, Principal, Superintendent, School Counselor, Educational Diagnostician)


  • Go to https://secure.sbec.state.tx.us/SBECOnline/login.asp
  • FOLLOW THE INSTRUCTIONS PROVIDED AT THE WEBSITE ABOVE to create a TEAL account if you have not already done so.
    • TEA has provided instructions as well as a video to assist you with creating your account.
    • The links to these resources are located at the website above in red underlined font.
  • After you have logged into TEAL, click on the blue Educator link to enter the Educator Certification Online System for Educators (ECOS for Educators).
  • From menu on the left of screen, click Applications
  • Click on Standard Certificate Texas Program
  • Click on Apply for Certification
  • Answer the yes/no questions
  • Under "I request to be recommended by this Entity"
    • Select: The University of Texas Pan American (University Based) from the drop-down menu
  • Under "Subject applying for:"
    • Type in the area of certification that you are seeking.
  • Click Apply and pay for certificate by clicking “Pay Online Now

Teacher candidates are also required to complete a national fingerprint background check. For more information visit the Texas Education Agency on Fingerprinting for Texas Educators and School District Personnel.

How to Apply for Reading Specialist/Master Reading Teacher Standard Certificates


You will be recommended for the Reading Specialist certification first (Standard University Based). Once the Texas Education Agency (TEA) posts the certificate, you will then be recommended for the Master Reading Teacher Certification (Standard Master Teacher).

  • From menu on the left of screen, click Applications
  • Click on Standard Certificate Texas Program
  • Click on Apply for Certification

  • For Reading Specialist Certificate:
  • Under "I request to be recommended by this Entity"
    • Select: The University of Texas Pan American (University Based) from the drop-down menu
  • For Master Reading Teacher Certificate:
  • Under "I request to be recommended by this Entity"
    • Select: The University of Texas Pan American (Master Teacher) from the drop-down menu
  • Under "Subject applying for:"
    • Type in the area of certification that you are seeking.
  • Click Apply and pay for certificate by clicking “Pay Online Now

Important Notes:


  • Your degree must be posted on your current Official UTPA Transcript before we can process your recommendation.
  • You are required to submit a copy of your Educational Aide Exemption award letter if you are exempt from student teaching. This letter is mailed to you each semester and must have an electronic signature from either Kathy Ford or Elaine Rivera.
  • The University of Texas Pan American Alternative Certification Program was discontinued in Spring 2009, if you have any questions, call the Office of Teacher Certification and Admission Services.
  • Deficiency Plans will not be honored by the University of Texas Pan American.

 

Program finishers who have passed the certification exam/s should pursue certification immediately. If TEA certification standards change between the time you complete the program and the time you apply for certification, you will be required to meet the new standards before being certified. This may mean taking additional courses or completing additional requirements.
